James C. Crumlish, III, a senior shareholder, has over thirty years of trial and appellate advocacy experience. He also has substantial expertise in legal issues relating to executive, legislative, governmental relations and navigating the complex overlay of federal, local and state regulatory agencies. He receives Martindale Hubbell’s rating of AV Preeminent, reflecting his achieving the highest possible rating for his legal ability and ethical standards in the opinion of the Bar and judiciary. He has also been selected numerous times as a Pennsylvania Super Lawyer, which is also the result of peer review of Pennsylvania attorneys and judges.
As a former Special Assistant City Solicitor, Mr. Crumlish served as counsel to the City of Philadelphia’s uniformed services, including the Police and Fire Departments. His responsibilities included catastrophic emergency and disaster first response and comprehensive field counseling for the City of Philadelphia involving natural and man made disasters, criminal and civil disobedience; major municipal liability issues, constitutional torts and public policy issues and liability of public officials. He served as the Solicitor and then as the Chairman of the City Commissioners of Philadelphia, and oversaw the multi-million dollar annual municipal budget, personnel and chief executive management issues relating to that office and also, oversaw the year round electoral processes in the City of Philadelphia.
Mr. Crumlish has also served as counsel in major joint governmental agency and municipal investigations. He has also served as General Counsel of the Philadelphia Parking Authority, the one of largest municipal authorities in the United States. and served as Chief Counsel to the Philadelphia Citizens Home Rule Charter Commission He oversaw, counseled and litigated significant administrative agency law matters including insurance, competitive bidding, land use, employment law and construction law, complex litigation and civil rights claims, intra-governmental relations, employment law, injunction practice and construction and owners representative experience, complex litigation, and civil rights claims. He is considered an expert in State and Federal election law and litigation.
He also has extensive experience in insurance, regulatory oversight, coverage issues, re-insurance and corporate counseling. He has served as trial counsel in numerous intellectual property and employment matters, including the prosecution and defense of injunctions and matters relating to the protection of confidential and proprietary business information, data theft and non-competes. He has represented national healthcare organizations in major litigation matters, including ERISA and antitrust issues, as well as numerous complex litigations relating to healthcare contracting and liability. He also has extensive experience in litigations relating to healthcare provider coding, payment and reimbursement disputes and fraud as well as pharmaceuticals sale and distribution. He has also served as core national counsel in the Subscriber and Consumer Multidistrict Class Actions relating to managed care entities.
Mr. Crumlish has served on numerous professional and civic associations and boards and has been an active volunteer youth coach. He has served on various Bar Association Committees and has lectured in various continuing legal education subjects. He has also contributed many pro bono -efforts on behalf of civic and community groups. He is a Commissioner and Parliamentarian of the Philadelphia Police Advisory Commission, Chair of the Governance Committee and Trustee of the Northern Home of Children and a Director of the Finnegan Foundation, graduate and valedictorian of his class of the Philadelphia Civilian Police Academy. He also serves as a Judge Pro Temp of the Court of Common Pleas, Commerce Division. He is a member of the Brehon Law Society and the Society of Professional Journalists.
Mr. Crumlish attended St. Thomas College in Minnesota and graduated from St. Joseph’s College in Philadelphia and Widener University School of Law in Delaware. He is a member of the Bar of the Supreme Court of the United States America and the Supreme Court of Pennsylvania, The United States Court of Appeals for the Third Circuit and Tenth Circuit, as well as The United States District Court for the Middle and Eastern Districts of Pennsylvania and the United States District Court for Colorado and Middle District of Tennessee.
